A research project commissioned by the CNAPPC to CRESME on the effects of different types of public procurement, that aims to foster a technical and political reflection on the goals of public works, particularly in view of the upcoming new EU Directive on Public Procurement.
The study analysed a significant sample of public works carried out in Italy (school buildings) each realized through three different types of tender processes: design competition; most economically advantageous tender; integrated contract. The research compared their relative efficiency in terms of:

  • Total time required to complete a public work (including a breakdown of time across phases: design, put up for tender, construction, testing);
  • Cost variations between the budgeted amount and final expenditureFinal quality of the completed building.
  • The findings highlighted notable differences among different tender types.
